Your New Role

As the Digital Programme Lead, you will play a pivotal role in delivering the organisation's digital transformation agenda. You will translate the Digital Vision and Strategy into practical, impactful change; leading programmes that modernise services, streamline operations, and support a digitally empowered workforce. You will act as the technical lead for digital, bridging the gap between service teams and IT infrastructure, ensuring alignment and collaborative working throughout the organisation.

You will be responsible for overseeing a portfolio of digital projects, ensuring they are delivered on time, within scope, and with measurable benefits. Working closely with senior leaders, internal teams, and external partners, you will champion digital innovation, support change adoption, and drive improvements that contribute to a smooth transition through local authority changes. You will provide clear, accessible advice on complex digital matters and shape a culture that embraces continuous improvement.

In this leadership role, you will line‑manage two direct reports and work closely with colleagues across the organisation to embed new ways of working. You will lead on horizon scanning, identifying emerging technologies and best practice, and use this insight to influence future strategy and investment. You will report directly to the Head of IT Resources as you support the delivery of a modern, resilient, and customer‑centric digital service.

What you'll need to succeed

* Proven experience delivering digital transformation programmes within a complex organisation
* Strong delivery leadership with the ability to translate strategic objectives into actionable delivery plans
* Skilled in managing a portfolio of digital projects, ensuring delivery to time, cost, and quality
* Ability to interpret technical solutions, risks, and issues, presenting clear business‑focused recommendations
* Excellent stakeholder management, with the ability to collaborate, engage, and influence at all levels
* Expertise in coaching and leading teams in Agile and Lean methodologies
* Ability to create, refine, and embed new ways of working, driving innovation and continuous improvement
* Confident change leader who can drive adoption of digital solutions across the organisation.
* Recognised advocate for digital transformation, able to challenge constructively and inspire digital confidence
* Strong analytical skills, able to develop business cases, assess ROI, and support benefit realisation
* Effective communicator with excellent written, verbal, and presentation skills
* Skilled in horizon scanning and applying emerging technologies and best practice to improve services
